In 2024, NALAG established thematic groups for highland regions and self-governing cities, bringing together the highest-ranking political officials of municipalities.

The goal of these thematic groups is to promote multi-level dialogue by facilitating discussions with central authorities on the challenges, needs, and current issues faced by municipalities. They also aim to develop a shared vision and practical mechanisms to address these problems.
