The National Association of Local Authorities of Georgia (NALAG) traditionally announces the annual Best Practice Program (BPP) competition and begins accepting applications for 2025.
The purpose of the BPP competition is to identify examples of innovative, effective, and democratic governance in municipalities, facilitate the sharing of best practices, and promote successful outcomes to the wider public.
The 2025 competition covers the following 17 thematic areas:
1. Citizen participation, transparency of municipal representative and executive bodies, and their accountability to the population.
2. Good practices in managing public finances and assets.
3. Medium-term development planning at the local level; Local economic development planning and the implementation of innovative models of participatory economic development.
4. Promoting equality between women and men at the local level.
5. Preschool education, extracurricular education, and municipal programs for adult education.
6. Environmental protection, promotion of energy efficiency, and adaptation to climate change.
7. Municipal solid waste management and facilitating the adoption of circular economy models.
8. Implementation of youth policy and promotion of youth engagement.
9. Participatory planning of municipal social programs, increasing the efficiency and accessibility of municipal social and healthcare programs.
10. Child-focused social programs, the protection of children’s rights, and the prevention of harmful impacts on children.
11. Promoting human rights protection, anti-discrimination, and inclusion at the local level.
12. Public-private dialogue and partnership at the local level.
13. Successful experiences in collaborating with international donors and securing international funding for development projects.
14. Inter-municipal cooperation.
15. The development of innovative municipal services/practices using artificial intelligence; diversifying the delivery of municipal services through electronic modules; and developing digital services.
16. High political culture in municipal councils and effective oversight over municipal executive bodies.
17. Sharing a project recognized as a best practice and collaborating to facilitate its implementation.
Applications will be accepted from September 15 to November 30 of the current year through the Best Practice Program portal at https://www.bestpractice.nala.ge/.
Winners of the competition will be determined based on the recommendations of an evaluation commission, composed of representatives from the public and non-governmental sectors as well as experts in relevant fields. The final decision will be made by the program’s steering committee.
The awards ceremony for the competition winners will take place at the National Conference of the Best Practice Program.
The 2025 Best Practice Program competition is organized by NALAG.
The National Association of Local Authorities of Georgia, with the support of donor organizations, has been implementing the Best Practice Program since 2018, a tool recognized by the Council of Europe for identifying and sharing successful examples of good governance.
