With the support of the National Association of Local Authorities of Georgia (NALAG) a project document titled the “Municipal Program for Providing Temporary Shelter to Homeless Persons” has been developed. The document aims to introduce a unified, transparent, and legally sound mechanism at the municipal level for providing temporary accommodation to homeless individuals, as well as to promote the development of corresponding social services.
The initial version of the document was discussed with the participation of NALAG’s Executive Director Nino Rukhadze, NALAG expert Nino Zurabishvili, a specialist invited from the Tbilisi City Hall Nino Lominadze, as well as representatives of the social services of the municipalities of Kutaisi, Poti, Rustavi, and Ozurgeti.
During the two-day working meeting, participants discussed beneficiary selection criteria, conditions for service delivery, funding mechanisms, and the monitoring system. Particular attention was paid to ensuring the document’s compliance with existing legislation and its effective management at the municipal level.
Representatives from the Public Defender’s Office also participated in the discussions and presented their recommendations aimed at improving the legal status of homeless persons.
According to the participants’ assessment, the final version of the program, which is tailored to municipalities, will significantly contribute to strengthening the system of social protection for homeless persons.
The National Association of Local Authorities of Georgia supports its member municipalities in improving local services. One of the services offered by NALAG to municipalities is technical assistance in preparing various types of municipal legal documents, including regulations, rules, programs, and other projects.
In line with established practice, with the help of a field expert, through consultations with representatives of municipalities and their active involvement, NALAG develops the required document draft and shares it with member municipalities in the form of recommendations.
