1.1 The Universal Declaration of Human Rights of the United Nations states that the protection of human rights is the task of the entire system of public administration.
1.2 Local self-government, as the link of public governance closest to citizens, plays an important role in the provision of municipal services focused on human rights. Based on the decentralization strategy, legislative acts were adopted in 2018-2019, by virtue of which a number of tasks related to human rights and social protection were transferred to municipalities under their own and delegated authority.
1.3. The National Association of Local Self-Governments of Georgia, which unites all the municipalities of Georgia, needs such a strategy and organizational structure that will allow it to work actively to achieve the localization of human rights in the member municipalities.
1.4. Based on this challenge, the Executive Board of the Association creates the Human Rights Localization Committee (hereinafter “the Committee”), which is staffed by the representatives of the Executive Board of the Association and the office of the Association.
2.1 The purpose of the committee is to facilitate the dialogue on the localization of human rights, to develop the strategy of the association in the field of human rights protection at the local level and to coordinate the activities carried out by municipalities in the field of human rights protection.
2.2 The specific tasks of the committee are:
3.1 The committee is composed of members of the Executive Council of the National Association of Local Governments of Georgia, who express their willingness to join this group. Also with association employees:
3.2. The composition of the committee can be increased based on the decision of the governing bodies of the association.
3.3 Independent experts, representatives of international partners and donors may be invited to the work of the committee with the right of deliberative vote.
4.1. The committee conducts its activities taking into account the principles of partnership, publicity and transparency.
4.2 The office of the National Association of Local Self-Governments of Georgia shall provide administrative support for the committee’s work.
4.3. Committee activity forms
4.3.1 The form of work of the committee is to hold meetings. The sessions are attended by members and invited guests.
4.3.2. As a result of the work of the committee, recommendations will be developed on the draft of the association’s strategy document, as well as recommendations for the localization of human rights protection for the member municipalities of the association.
4.4 Committee meeting
4.4.1 The meeting is convened by the National Association of Local Self-Governments of Georgia, in agreement with the project of the Council of Europe Congress.
4.4.2. The Association of Local Self-Governments of Georgia is responsible for the preparation of the meeting materials. The draft agenda of the session and materials are sent to the participants 5 days before the date of the session 4.4.3 The draft agenda is drawn up 7 days before the date of the meeting. The participants have the right to apply to the office of the association for inclusion of a specific issue in the draft agenda of the meeting 24 hours before the beginning of the meeting. The agenda of each meeting is approved before the start of the meeting.
4.4.4 The session is authorized if more than half of the representatives of the participating parties attend it;
4.4.5. The meeting is facilitated by the chairman of the committee. Discussion of issues and speakers’ speeches are conducted according to the approved agenda
4.2.6 The committee appoints a secretary, he keeps the minutes of the meeting. Within 5 days after the end of the session, the minutes of the session will be delivered to the participants of the session via e-mail. After at least half of the unemployed meeting participants confirm the correctness of the minutes of the meeting, the minutes are signed by the chairman and the secretary of the committee.
4.2.7. Minutes of committee meetings, video/audio recordings, registration sheets of participants are kept in the National Association of Local Self-Governments of Georgia and are public.
5.1 Committee documentation is the minutes of the meeting, which reflect the opinions of the members on the issue(s) under discussion and the final decision of the committee.
5.2 An extract can be made from the minutes of the meeting and sent to the municipalities as a specific recommendation.
5.3 The final document of the committee’s work is the association’s strategy in the field of human rights localization, which will be submitted to the Executive Council of the National Association of Local Self-Governments of Georgia for approval.
6.1. The expiration date of the activity of the committee is determined by the date of approval of the association strategy document by the Executive Board of A.T.E.
6.2. After the expiration of the term defined in this regulation, by the decision of the executive board of the association, the committee may Modification of the mandate and decision-making about its lifetime activity.
7.1. The activity of the committee is ensured through the National Association of Local Self-Governments of Georgia. Accordingly, the participation of committee members in the work of this committee does not directly imply the obligation to provide any kind of financial and/or material resources.
